How to Watch Biden’s 2023 State of the Union Address

President Biden is set to deliver his State of the Union address ahead of a joint session of Congress on Tuesday, where he will lay out his agenda for the coming year before the Republican-controlled House of Representatives, which is determined to stop it.

CBS News will broadcast State of the Union as a special feature hosted by CBS Evening News host and managing editor Nora O’Donnell. The performance will begin at 9:00 pm ET and will be streamed online on the CBS News streaming network.

Senior Biden aides arrived at Camp David over the weekend to clarify Mr. Biden’s speech. On Monday morning, the president tweeted a photo with a draft speech.

The appeal to the US Congress came amid escalating tensions with China following last week’s US skies intrusion by a suspected spy balloon that US fighter jets ended up shooting down off the coast of South Carolina. China said the balloon was a civilian vessel and condemned the use of force. The balloon’s opening forced Secretary of State Anthony Blinken to postpone a planned trip to Beijing.

There have been positive headlines in the White House as a potential diplomatic crisis gripped Washington. In January, a staggering 517,000 jobs were created in the US and the unemployment rate fell to 3.4%, the lowest level since 1969. Biden is likely to refer to high job numbers in his speech, touting them as a sign that the economy continues to grow. even when inflation begins to recede.

Biden is also expected to mention the ongoing standoff over raising the national debt ceiling. Last week, Mr. Biden held his first official meeting with new Republican House Speaker Kevin McCarthy, who said after the meeting that they were focusing on the debt limit and spending.

The Treasury Department took “extraordinary measures” in January to prevent a crushing US default. The US has until June before the government can pay its bills, but McCarthy and other Republicans have said they won’t consider raising the country’s borrowing limit unless Democrats also agree to cut spending.

Police reform is likely to be another topic that the president discusses in his speech. White House press secretary Karine Jean-Pierre said last week that Mr. Biden told the family of Tyre Nichols, a black man who died three days after being beaten by police during a traffic stop in Memphis in early January, that he would keep pushing for Congress to pass the George Floyd Police Justice Act. The black congressional group is also pushing for Mr. Biden to move forward with police reform legislation.

The Congressional Black Caucus confirmed that the Nichols family would be in attendance for Mr. Biden’s speech. The President spoke to the Nichols family on the day Memphis Police Department released a video of the violent arrest, and Vice President Kamala Harris spoke at Nichols’ funeral.

Biden is also expected to enlist Ukraine’s support as the anniversary of the start of the Russian invasion approaches. Ukrainian President Volodymyr Zelensky made his first trip outside of Ukraine in December to address a joint session of Congress as lawmakers considered additional aid for the war effort.

Mr. Biden could also raise the issue of a ban on assault weapons, which he has been pushing for since taking office and calling for it as recently as January. Last year, after the mass shootings in Buffalo, New York, and Uvalde, Texas, 10 Republican senators joined every Democrat in the Democratic-led Senate and House of Representatives in voting to pass gun control legislation that strengthened background checks for gun buyers under the age of 21. and closed the so-called “boyfriend loophole” to prevent convicted domestic abusers from buying firearms for five years. Mr. Biden quickly signed the bill.

Democratic Senators Dianne Feinstein, Richard Blumenthal and Chris Murphy introduced a couple of gun control bills in January it would ban the sale of assault weapons and raise the age for purchasing assault weapons to 21. Two progressive House Democrat freshmen, Representatives Greg Kasar of Texas and Maxwell Frost of Florida, invited parents of victims of the Uvalda and 2018 shootings. Shooting at the Parkland school will be their guests in the state of the Union.

Since Mr. Biden took office, Democrats have gained seats in the Senate, and Republicans have taken control of the House in November following the midterm elections. McCarthy faced a split Republican Party – it took him 15 ballots to secure the speakership – but last week he managed to garner 218 votes to remove Democratic Rep. Ilhan Omar from the powerful House Foreign Affairs Committee. which is now controlled by the Republicans.

Mr. Biden is expected to announce his decision on whether or not he will run for president again in 2024 sometime after the speech.
