A Kansas City fire truck driver has been charged in a fatal crash that killed 3 people in Westport.

A Kansas City fire truck driver was charged Tuesday after a December 2021 collision in Westport killed three people.

Dominique Biscari was charged with three counts of manslaughter, court records say.

On December 15, 2021, Biscari was driving a Pumper 15 that turned on its lights and sirens. A Kansas City Fire Department truck was traveling at high speed when it ran a red light and entered the intersection of Westport Road and Broadway Boulevard, where it collided with a Honda CRV. The force of the collision pushed the cars to the northwest, causing them to hit a pedestrian and then crash into a building.

Jennifer San Nicolas and Michael Elwood, who were in the Honda, and Tami Knight, a pedestrian, were killed. San Nicolas and Elwood worked at the Ragazza restaurant, and Knight was an employee at the Kansas City Public School. All three were from Kansas City.

The criminal case was sent to the prosecutor’s office in February 2022.

Since then, several lawsuits have been filed, and last month Kansas City agreed to pay more than $1.3 million to family members of the victims.

The crash came less than two months after a medic alerted firefighters to Biscari’s driving. In an email to supervisors with the headline “Terrible Driving,” the medic said she feared for her life because he was driving so fast that the ambulance took off.
